This is a placeholder for a coding scenario dedicated to Events that do not have another. more specific scenario in a given version of the Specification. They need to be part of the Digital NOTAM service, but the Event will not be associated from any specific feature TimeSlice. Only the NOTAM message will be included in the Event,"wrapped in XML". An Event 'BASELINE' with scenario='OTHER' and version='2.0' shall be coded for the "N" and "L" variants of a Digital NOTAM.
