AIP DS - 2nd AIRAC update

This second update of the Donlon AIP Data Set is effective on 31 January 2019. It is provided in three forms, according to the AIS Data Set interoperability rules for baseline data and updates:
- EA_AIP_DS_FULL_20190131_AIRAC.xml - a new full data set, containing all feature BASELINE instances that remain or become valid on 31st of January, but excluding any withdrawn feature instance;
- EA_AIP_DS_UPD_BL_20190131_AIRAC.xml - a difference file, in the form of BASELINE TimeSlices for all feature instances that are changed;
- EA_AIP_DS_UPD_DELTA_20190131_AIRAC.xml - a difference file, in the form of PERDELTA TimeSlices for all feature instances that are changed.
