Item A

The item A shall be generated according to the Event properties concernedAirspace or concernedAirportHeliport, which need to be coded for all scenarios. Further details are provided with each scenario. The following common formatting rules apply:

  • If concernedAirspace is used, then the Airspace.designator of the associated Airspace shall be used
  • If concernedAirportHeliport is used, then:
    • if the associated AirportHeliport has an assigned value for its locationIndicatorICAO, this one is used in item A
    • otherwise, if AirportHeliport.locationIndicatorICAO is empty, then CXXX or CCXX shall be used, where C/CC are the country code. In this case, the AirportHeliport.name shall be added at the beginning of item E (see OPADD 2.3.14). Note that this element does not appear in the item E generation pattern diagrams of the various scenario.

Should AirportHeliport.name be also added for scenario OBS.NEW (scope AE, A) at the beginning of item E, if AirportHeliport.locationIndicatorICAO is empty?

yes, this also applies to the scenarios (such as OBS.NEW) that can generate a NOTAM with scope A, AE, AW.

The rule must be applicable to all aerodromes and heliports available in SDO/SDD not having a standard 4-letter ICAO Location Indicator, and for which NOTAM may be published.

Relevant procedure is given in OPADD Ed. 4.1, paragraph 2.3.24.3:
"If no 4–letter ICAO location indicator for an aerodrome/heliport exists, Item A) shall contain either the two ICAO nationality letters + XX (EDXX) or the single ICAO nationality letter + XXX (KXXX); with the full name of the aerodrome/heliport as the first element in Item E)."

In EAD SDO the mentioned heliport is loaded like this:

In EAD INO the NOTAM is created by placing the cursor in the Item A) field and pressing F9. A new list then shows a list of all aerodromes and heliports available for that NOF, or - if the Q-Line FIR is already filled - for that FIR. Select the correct AD/HP, EDXX is automatically filled in Item A) and DRESDEN UNIVERSITAETSKLINIKUM is automatically filled in the first line of Item E). The selection of the correct aerodrome via the list ensures that the NOTAM is included in the NOTAM PIB for aerodrome 'ED1920'.

(regardless of the fact that it may seem that this case remains rare (to be confirmed): I see 1 case of item A like 'CCXX' out of 800+ QOBCE (but in a NOTAM DB surely not “representative”, due to its european coverage only).
