New types of stakeholder
PROPOSED
This will build upon https://reference.swim.aero/information-services/service-categories/CodeStakeholderType.html to cover additional stakeholder types emerging from current service definition activities. This proposal has been discussed in SFG #5 (15 April 2026).

| FFICE_SERVICES_UNIT | A unit designated by the appropriate ATS authority for the provision of FF-ICE services. | The definition proposed for this new item is based on ICAO Doc 4444. The FF-ICE Services unit is a new type of ATM actor introduced by ICAO as part of the FF-ICE/R1 provisions. Discussions now are underway at ICAO level about the global harmonization of FF-ICE Services implementations using ISDs. Having the value FFICE_SERVICES_UNIT added to CodeStakeholderType will be helpful to support this activity. Note: The next version of the AIRM 1.3.0 (planned for Q3 2026) will also include the new concept of FF-ICE Services unit. |
| UAS_GEOGRAPHICAL_ZONES_PROVIDER | An entity delegated by the competent authority of a Member State, pursuant to Article 15 of Commission Implementing Regulation (EU) 2019/947, to make available information on UAS geographical zones in a common digital format via officially approved information services. | The definition proposed for this new item is an elaboration of text jointly from EU Regulation 2019/947 Article 15 and EUROCAE ED-269. An UAS geographical zone is a portion of airspace established by the competent authority that facilitates, restricts or excludes UAS operations in order to address risks pertaining to safety, privacy, protection of personal data, security or the environment, arising from UAS operations EU Reg. 2019/947 (art. 15) mandates Member States to make UAS geo zones publicly available in a common unique digital format. According to EASA the means of compliance for this regulation is the technical standard ED-269. It introduces the notion of a “server officially approved” for provision of Geofencing data service for the zone of drone operations. The proposed value introduces such an operational role in the SWIM foundational ecosystem. |
