Data Product Specification
When providing AMD a data product specification (DPS) should be made available in order to ensure harmonization of aerodrome mapping data products in line with requirements of international aeronautical data quality standards and requirements. In essence a DPS contains metadata about a dataset series and defines the AMD to be made available. ISO19131 specifies what a DPS is and uses ISO19115 for its metadata types. Hence some metadata types are used in both dataset metadata and DPS contexts.
When providing datasets using SWIM information services these metadata types can be used in the context of service definitions that describe how an information service should be and service descriptions that describe an actual instance of an information service. The use of dataset metadata and DPS metadata in the context of SWIM information services is not covered in this supporting material, for instance a smooth transition would be to encode in the service metadata a reference to the DPS that specifies the data being provide in the information service payload.
Copyright, Legal aspects
The organization responsible for publishing the data, or any entity sharing the data with third parties should consider copyright issues and legal aspects of data provisioning and exchange. Digital AMD can be copied and reused by third parties hence the digital data rights need to be clearly established. Digital data needs to be protected by licenses stipulating the conditions of use.
Cost of AMD
The cost of AMD can be divided into multiple parts:
- Data origination – surveyors, national and commercial geodetic institutions, satellite data providers, cost of software for creation of AMD, human resources for data creation
- Data management – cost of software for management of AMD (depending on the stakeholder, it may be part of other digital data set creation chain, therefore costs may be shared within those), human resources for management, validation of the data
- Data provision – cost of distribution services (SWIM infrastructure, Cloud storage or other means of electronic data exchange), cost of software (multiple formats to be supported)
- Data integration - from a perspective of the data users the cost of AMD implementation includes the software adaptation required on existing operational systems in order to be able to process AMD and harvest all benefits AMD usage brings.
Cost recovery mechanisms
The principle for cost recovery of the data management and data provision costs is the same as for all other AIM data and it follows the well-established ICAO Policies on Charges for Airports and Air Navigation Services (ICAO Doc 9082). Guidance can be found in the Airport Economics Manual (ICAO Doc 9562) and the Manual on Air Navigation Services Economics (ICAO Doc 9161). Commission Implementing Regulation (EU) 2019/317 lays down a performance and charging scheme in the Single European Sky.
States should establish a viable and transparent cost recovery policy using possible means such as subscriptions, fixed price, airport and/or air navigation charges.
