Explaining the split between observation and forecast

The enhanced aerodrome observation and aerodrome forecast services are kept separate. There is some argument that they could be merged into one service. However, it was felt that there are good reasons to keep them separate for now e.g.

  • some service consumers are only interested in one or the other;

  • users are used to have two different messages, one for the observation and one for the forecast.
