Annotations with purpose 'WARNING'

Digital data sets will have to comply with a large set of business rules and constraints. It is possible that initial implementations might have difficulties in complying with all such rules. In addition, there might exist situations when of the data providers need to draw the attention of a data user on some particularities of the data.

For example, the new PANS-AIM require that geographical coordinates not satisfying the stated accuracy requirements are explicitly identified:

5.1.2 Geographical coordinates whose accuracy does not meet the requirements specified in Appendix 1 shall be identified.

5.1.3 The identification of geographical coordinates whose accuracy does not meet the requirements may be made either with an annotation or by explicitly providing the actual accuracy value.

The provision of the actual accuracy value is supported by the AIXM model with dedicated attributes for points, curves and surfaces. This does not require additional clarifications. However, when the accuracy value is not known (and therefore cannot be provided) an explicit annotation might be the only way to comply with this requirement. Only a human operator would be able to decide if the data is still usable for certain processes or not.

Therefore, there is a need for coding in the digital data sets of annotations/remarks that shall be brought to the attention of human operators on the data user side. This can be achieved by reserving Note elements with purpose=”WARNING” for this particular use - flag data issues that need to be raised to the attention of a human operator on the data set user side.

Note elements with purpose=”WARNING” may be used only when necessary to provide inside the data set information that needs to be brought to the attention of a human operator.
