A3SG-IER-05 Digital NOTAM Data Exchange

Actors 

The following actors are involved in this information exchange:

• The Information Provider is the AISP
  • The AISP provides Digital NOTAM information taking into account information previously received by Data Originators (e.g. AO). This is not described in this information exchange.
• The Information Consumer is the ANSP mainly but potentially any other actor including other AISPs as well as Civil and Military stakeholders including AUs. 
  • The ANSP provides end-user products (e.g. EFBs) that enable other stakeholders (e.g AUs) to consume the Digital NOTAM information. The usage of these products is not described in this information exchange.

Purpose 

This exchange addresses the need of and AISP to publish aeronautical information changes which are of temporary nature or provided on a short notice.

The pre-flight bulletin (function provided by ANSPs) is identified as primary use case by CP1 for this information exchange, however there are other interesting Digital NOTAM Use Cases.

Information 

The information exchanged relates to the communication of aeronautical information changes in the scope of the Digital NOTAM Specification and its different scenarios. A non exhaustive list of such events is provided below.

Interaction 

The information is expected to be exchanged between the identified stakeholders taking into account the following interaction characteristics:

• The need to exchange information is based (triggered) on the need of the information provider to communicate to the information consumer that there is an event.
• There is no exchange frequency determined, as the information is exchanged based on unplanned events.

Non Functional Requirements

There is no non functional requirement identified.

Constraints 

This exchange of information is constraint to be performed as follows: 

• Shall conform to EUROCONTROL Digital NOTAM specification
• Shall output event information encoded in AIXM 5.1.1

Other IERs

The information exchange covered in this section (A3SG-IER-05 Digital NOTAM Data Exchange) relates to other IERs in the landscape as described below: 

• Aerodrome Events Data Exchange (A3SG-IER-04 Aerodrome Events Data Exchange) allows the AISP to receive aerodrome events that are proposed in the scope of Digital NOTAM information publication that is performed with IER-05.
• Non-Aerodrome Events Data Exchange (A3SG-IER-06 Non-Aerodrome Events Data Exchange) allows the AISP to receive non-aerodrome events that are proposed in the scope of Digital NOTAM information publication that is performed with IER-05.
• In addition of the information exchanges described by the above IERs that are defined in the scope of SWIM implementation, the AISP might get additional event information from other undefined exchanges (e.g. information received from smaller aerodromes)
• The Digital NOTAMS as described in IER-05 require a published AIS information baseline (AIP/SUP) that is made available digitally based on A3SG-IER-01 AIP Data Exchange, as well as in the future based on the ICAO Digital Data Sets Services.
