Operating Authority for Navaid
PANS-AIM ENR 4.1 "Radio navigation aids — en-route" and AD 2.19/AD 3.18 "Radio navigation and landing aids" require for the AIP data set the following:
If the operating authority of the facility is other than the designated governmental agency, the name of the operating authority shall be indicated in the remarks column.
PANS-AIM requires a description of the service responsible for the provision of telecommunication and navigation facilities to be published in GEN 3.4 "Communication services". This section of PANS-AIM is not part of the AIP data set.
The diagram below shows the AIXM classes, including the relevant data types and code lists, that may be used to code that information.
In AIXM 5, a NavaidEquipment isUnderResponsibilityOf one or more OrganisationAuthority.
The OrganisationAuthority.name attribute is used to provide the full official name of the authority operating the navaid.
The OrganisationAuthority.type attribute indicates the nature of an authority in terms of its status or business role in air traffic management. For example: State, organisation within a State, national authority, commercial organisation, etc.
In addition, the class AuthorityForNavaidEquipment may be used to provide details about the level of responsibility of an OrganisationAuthority for a NavaidEquipment.
