DS-META-004 - Indication that this is an AIRAC update

Rule

Each ICAO data set shall be provided together with metadata that indicates when the data set has been updated according to the AIRAC System.

Implementing Instructions		It is important for data users to also know if the data set is non-AIRAC. Therefore, it is mandatory in this field to indicate if the data set is "AIRAC" or "Non-AIRAC". Exactly these terms shall be used.
